Eaton Row features 30 affordable and market-rate modular homes sold to first-time homebuyers in an emerging neighborhood that was once New Haven’s poorest as part of the final phase of the Elm Haven HOPE VI Neighborhood Revitalization. The new homes were designed as models of affordable green urban infill and meet the highest level of Energy Star rating. They feature compact heating and cooling distribution, programmable thermostats, fiber-cement siding, low-flow plumbing fixtures, low-VOC paints, low-e windows, composite decking material, and recycled content carpet. As a result, these homes will have energy bills that are $800-$1,000 a year lower than typical New Haven homes.
